Is it safe to register an account through another person who lives in a completely different city/country and subsequently upload applications through it? More specifically, what are the options for managing this account, except for sending him all the necessary information, and he will already upload it (I think this is definitely legal and will not entail a ban, but a busy person will not always be able to devote time when I need it , this is not very convenient for me personally, etc. etc.).
I don’t remember exactly, but is there, for example, in the console a function like “give access to the console” and is there an option for me to use it, or will this account be banned as well?

The correct answer is to ask someone to register an account for you and give you a password, and go into it through a third-party server, which should not intersect with your main one in any way (since a new account to access blocked content on another one is also a violation of the rules). If you get "access denied" when you enter play.google.com, then after clicking on the confirmation link (when invited to someone else's console), you will be redirected to the same message.
