Can I now post articles with non-commercial anchors if my site has been sanctioned?

I have such a situation, a one-page site, the links were last bought in 2014, but at the end of 2016 they offered advertising on a network of trust sites with types from 800 to 2000, I agreed, and after the articles were written, the positions of my site fell sharply. It is possible that there was a review in the article and there were other links to other similar sites, that is, the article turned out to be advertising and was posted on 5 trust sites at once. I immediately realized that the site was under sanctions and removed myself from these 5 articles.
Yesterday I also sent a request to Google for the removal of sanctions with a list of links with bad trust and high spam.
Now I plan to buy articles on trust sites with non-commercial anchors on my site on Miralinks, this can help and can I do this while the site is under sanctions? Another such moment is that all the links that I purchased in 2014 were only with commercial anchors.

It is clear that if you bought links with spam text, and even everything with commercial anchors, then you fell under sanctions.
Here, of course, every SEO "knows his Zen", but personally I buy in this ratio:
90% anchorless links
10% anchor (all anchors are different, including diluted ones)
