NTFS: Why don't permissions from the Administrators group work?

Good afternoon. I give a specific example, although I have already encountered such a situation with rights before.
Input data:
- No domain;
- The built-in group "Administrators" has full rights to the file "C:\ProgramData\SqlBackupAndFtp\SqlBackupAndFtp_Log.txt", the rights are inherited from the parent folder "C:\ProgramData\";
- On the folder "C:\ProgramData\" the rights "Full control" for the group "Administrators" are set explicitly;
- There are no prohibiting rules on any parent folder in the path and on the file itself;
- The "adm" user has been added to the "Administrators" group, under which all actions take place.
Problem:
Through notepad I try to edit the SqlBackupAndFtp_Log.txt file, when saving the error "Permission denied". I set the rights "Full access" to the file "SqlBackupAndFtp_Log.txt" for the user "adm" explicitly - saves.
I create a new group "GRP", add the user "adm" there, give the group "GRP" full rights to the folder "C:\ProgramData\" (thus the group inherits full rights to the target file "C:\ProgramData\SqlBackupAndFtp\SqlBackupAndFtp_Log. txt"), edit the file, save - save!!!
Question:
Why can't a user in the built-in "Administrators" group, which has rights to a file, change this file, but a user in the "custom" group "GRP" which has exactly the same rights to the file - without any problems it changes the file itself?
tested on other PCs, works exactly the same.
