Notifications do not work in Zabbix, what should I do?

Good day!
I ran into such a problem - I took over zabbix, after another administrator, some notifications were configured for mail via internal xmail and an sms notification script via unisender (the script itself works - I called it through the console with test data and the SMS came), but when an error occurred, not a single notification rule worked, i.e. the email and phone number where to send notifications are explicitly specified in the user, in media types everything is enabled and the action looks like:
"Test action Trigger severity is greater than or equals Warning Send message to users: %USERNAME% via all media Enabled"
There are no problems when viewing information that the action was called, i.e. no errors (action column in table with problems is empty)
The logs, as far as I could read them, do not say anything about errors in calling actions.
Tell me what could be the problem? Any additional information I can provide!

And triggers in templates and on hosts are included?
Is the action itself included too?

Probably stupidity I'll ask, since the mana was read.
In "Methods of notifications" email and sms are not accidentally disabled?

Based on the description, it follows that notifications will only be sent to triggers with a warning level and higher. Maybe you pulled information-triggers, so you didn’t work out notifications on them? :-)
