Notepad and Win Forms?

What is available:
-Notepad
-csc.exe
What I would like:
-Saw window applications using only the tools above. Do not offer others, no internet, no flash drives, no disks, no admin, no connection with the admin.
Consoles are sawn very successfully, but I want progress and civilization :) Is it possible?

And of course, it will be much easier if there is at least some template generated by VS in order to better understand how to organize a project.

What is the problem with connecting the necessary libraries? I just think it will be quite difficult to develop an interface without graphical display of xml
