Notebook HP ProBook 4540s does not turn off, but restarts. How to fix?

The HP ProBook 4540s laptop began to reboot instead of shutting down, it can only be turned off by pressing the power button on the front panel of the laptop. After going to sleep or hibernation mode, it also turns on itself.
The laptop is running Windows 7 Pro x64. Windows reinstalled, it did not help. The laptop restarts even if it is turned off with the button before Windows loads. Checked for viruses was carried out, everything is clean. In the power settings, the default settings.
Tried to disable the Wake-on-LAN function in the BIOS, nothing has changed.
command powercfg --lastwake - answered -0/
The command powercfg –devicequery wake_armed - responded with the name of the built-in network card, in the device manager forbade the device to wake the computer from standby, also without result.
