Not downloading files over webdav. From what?

When TotalCommander with the webdav plugin is connected to its server, nextcloud enters the server, opens directories and creates folders. But it does not allow to read / copy / upload / files. When connecting via WebDav to Ya.disk everything works fine. There is a strong suspicion that there is a problem with access rights (or not).
Connected as well as a network drive, everything is the same.

I asked the same question, I'll answer it myself. Because encryption was enabled in the server settings, but the encryption module was not active. As a result, there was such a bug, the clients synchronized normally, and webdav gave an error
