Not allowed to load local resource, how to fix?

The path in the html is correct, in Google Chrome the image opened by the way, disabled image blocking in the Yandex settings, disabled AntiViruses, opened the page via the console (F12) and saw an error:
Not allowed to load local resource: (and the path to my file)
What to do ?
