Non-standard case - how to improve the Quality Score?

Hello. If the essence of the question is trivial and has an obvious solution, I apologize in advance. The following problem arose: there is a region in which the native language is not Russian. In most cases, they google words in their native language, but they write them in English letters (simply because the English layout is the most popular). That is, for example, if in Russia they googled in non-Russian letters, then for example, instead of "buy a sofa", they would write "kupit divan". But the point is that when you google "kupit divan" you want to see the site in normal Russian, not "vot takom". And in the advertisement, too, you write "sofa", not "divan". It turns out that neither in the ad nor on the site itself, Google finds a match between the search query and the content of the site / ad (although it exists), and because of this, it produces a low Quality Score for such keywords. How to be in such a situation? Thank you.

what prevents you from writing "divan" in the ad?
Google is not such a fool for transliteration

It's a question of banal transliteration. Both Google and Yandex have not reduced the "quality indicator" for transliteration for a long time, so you can safely write "sofa". If they do reduce it, then you need to call those support and find out what's wrong, but most likely the decrease is due to other factors.
