Node JS under Windows, how to open port for WebSoket?

I have Websocket Server running on an external server with a simple interface. If I try to connect to it in Windows 10 from the browser console - everything is fine. If I run the same code under Node JS, then the connection fails. Checking from Node JS shows that the port is closed.
In the Windows firewall, rules are created for this port (9000) for incoming and outgoing. But that doesn't solve the problem.
