No program opens on Mac, what should I do?

This morning, out of nowhere, suddenly all the program icons in the Dock turned into question marks, even Apple's system ones. Nothing starts, other than finder and desktop. When you try to run the aplication, the message "The program cannot be opened because it is damaged or it lacks blablabla" appears.
If you go under a different account, then all programs work and there is no such problem.
I checked the disk for errors, everything is OK.
What to do?

The problem was solved as follows:
- in an account in which there were no problems, the App Store program was launched, where in the updates there was a suggestion to install the High Sierra 10.13.6 update
- after installing this update, everything worked.

Reinstall OS?
But in general, there is a possibility that the problem is iron - the disk controller or the disk itself.

it is not clear what version of OS X you have. access rights may have been lost, restore them
