Nexus 4: Developer Mode is missing, how do I turn it back on?

A strange situation arose.
All the time there was a developer mode in the phone menu, I debugged the application via USB, everything worked fine.
But as soon as I turned off USB debugging on my phone today, the developer mode disappeared from the settings and now I can’t find it to turn it on.
Maybe I'm dumb, but I can't find it anywhere. Help, huh?
Nexus 4, Android 5.0.1
Screenshot attached. "For Developer" used to be at the very bottom between "Print" and "About phone".

Try in the settings "About phone" click on "Build number" 10-15 times
