Networking in an office building

There is a building with four floors .
Approximately 200-250 jobs are expected
. With the help of what equipment it will be possible to:
Connect these jobs into VLANs
Distribute a certain speed of the Internet
Distribute a phone

Maybe there are ready-made solutions?

about 6 pieces of 48-port gigabit switches for computers;
the same number of 100-megabit switches with PoE for IP phones (if you use phones with PoE support);

No bad advice needed. Any normal IP phones have a built-in miniswitch, i.e. ethernet goes from the computer to the phone and from the phone to the switch. Why double out of the blue the amount of network equipment.
And users do not need gigabit. Where will they take him?
fullsize, how many ports do you need per floor? And what for to stretch VLANY between floors (if I correctly understood the task)?

If you don’t want to overpay a lot, then as a core, I would advise mikrotik RB1100AHx2, as switches, budgets from HP managed with 48 100Mbps ports and a pair of 1Gbps ports.

Try to look towards switches from Zyxel. They support everything that you specified in the requirements. They also have PBXs that are easily expandable. This is a very good option to replace Cisco, I once used them for a long time, but now the whole office is on ciscos, so I can hardly give more or less up-to-date information.

Use a twisted pair cable of category 5E or higher. According to it, if desired and necessary, you can apply gigabit to the user. Pulling (even horizontal) wiring in the future is an amateur occupation.
About IP phones. Look at the option with DECT handsets. Give your employees freedom!
I would add a proxy between the LAN and the router. IMHO, this is a more flexible WAN access control solution.
