if you need 15 meters of height to line of sight, this is not a problem at all, find radio amateurs in your region, they can always find telescope masts (military, like on kungs) price from 6k rubles to 15 (depends on condition, availability of zip, etc. .P.).
If there is not enough (height) and there is money, then you can buy a block mast, either a new one or a used one. (You can raise it up to 40 meters)

4G is doubtful - most likely the link is needed somewhere far from the city (otherwise the question would hardly have been so). 3G and 2 megabits is also unlikely.
as an option - to contrive to provide the same line of sight and raise wifi (build a tower there, or rent on an existing one), or contact mobile operators - they may be able to organize some kind of frame relay in the field.

I made a link for 12-13 km on a pair of antennas with a mesh reflector (I don’t remember the model now, but this is not important IMHO). There is no direct visibility - somewhere in the middle, a mound is 20-30 meters higher than the antennas on both sides (looked on google earth). As very often in wi-fi networks (for me anyway) - it's not clear why, but it works :)
So if you have the opportunity to try it, try it. Just keep in mind the bad trends - Ukraine also has Ukrchastotnadzor ;)
