Here is such a problem.
The person from this comment did not solve his problem. I wrote to the Russian openSuse community, but apparently they did not help him much there.
I interact weakly with graphical shells, so I can’t tell him anything intelligible.
If anyone can help, we will be grateful.

The problem is not with gnome, and, in general, not with opensuse. I had similar behavior on MSI Wind U100. The fact is that the brightness adjustment buttons are “double”, i.e. they adjust the brightness in hardware and send the key code, which is intercepted by DE, which, in turn, adjusts again.
Try looking for a newer BIOS and update.
