NET::ERR_CERT_AUTHORITY_INVALID on most sites?

Good afternoon!
I 'm getting a NET::ERR_CERT_AUTHORITY_INVALID error when I try to access most sites from any browser.
For example, support.google.com is opened, google.com , yandex.com and conditional drweb.ru are not. In this case, the second group of sites displays an untrusted certificate issued by localhost.
What I tried:
1) Install google root certificates (G2, G3)
2) Disable SSL 2.0, SSL 3.0
3) Check the time/date and time zone on the PC
4) Export the untrusted certificate issued by localhost, after which the error changed to net:: ERR_CERT_COMMON_NAME_INVALID(I did not install self-signed certificates)
