Why are styles not loading from some sites?

I did not find any problems on Russian sites. There are problems on resources such as youtube, facebook, Microsoft, nytimes, StackOverflow, apple, and others. Can't watch youtube videos (they just don't show up), bare text is displayed shifted to the left. It is clear that styles are not loaded. No antivirus, no firewall, no adblock. This is the case in all browsers. Cleared the cache, didn't help. What could be the reason for this behaviour?
