Negative phrase in google ads?

Such a question, there is a keyword transfer Moscow airport - with a broad match, I don’t want to remove the match and make it exact. But there is a problem - people write Moscow airport and the ad is displayed.
Is it possible to add an exact match (moscow airport) to the minus phrase - so that the ad is not displayed when people write (moscow airport), but when they write (moscow airport transfer) - everything works? wouldn't that conflict?

One hundred percent will work. There will be no conflicts. Negative keywords work according to the old correspondence scheme, so Google will not slip anything extra, it’s checked.
