Needs Unity upgrade to version 2018.4.1. Need to do a reinstall?

Hello, I'm from Crimea, in Unity I need to download materials from the Asset Store, I went to it via VPN, but I can't download it because it requires a new version of Unity (2018.4.1), although I checked and understood for sure that Unity is the latest version . Do you need this version to download or is it something else?
