Need to create a REST Api in PHP, need help choosing?

Hello, the question arose about changing the API of the service (engine), on the ancient framework, it is no longer supported.
The bottom line is this, we are working with the API on PHP 5.4, with oracleDB 11g xe, through the OCI8 module
Now it was required to enable support for MSSQL, POSTGRES.
Which PHP framework can be chosen as a basis, preferably with a low entry threshold, there is very little experience with the API.
and of course with support for all of the above databases.
Perhaps some kind of ORM?
