Need help, what's broken in the panel?

There are two LG panels in the hall, and so the workers did the repairs, and after the repair, one panel, when turned on, does not show anything, only a dark background and lines of artifacts are visible (attached a photo), and the second is normal, who knows what specifically broke down in the TV set and whether it is subject to repair,

I think there was a destruction of the canonical jumpers in the ninth rotor. It can be fixed, but it needs to be sent in for repair.
