Need advice on animation in Adobe Animate?

Hello,
I want to know if you can implement this approach in Adobe Animate:

In the attachment of the fla file there are two layers, each with one rectangle.
The entire animation takes 56 frames. From the first keyframe to the second, the rectangles move along their own paths. Moreover, each classic animation has its own individual deceleration. It is important. in the attached file there are 2 layers, and in the project that I am doing 100 layers and each layer has its own slowdown (plus on some frames there are several key layers). Is it possible somehow to create some kind of "global slowdown",
changing which will affect all key frames in the project.
