At the moment I have it done in the form of an excel file.
How would you like to see the application / CMS with a web muzzle.
well, it should be an elementary list of IPs with the function of adding the necessary fields.
Access control should look something like this: everyone, always and even at the same time, has the right to view the list.
and that at a certain point in time only one person could log in as an administrator and edit the file. For others, it will be impossible until he logs out.
Well, in general, such a web-based excel / database is needed.
Please do not offer Google Docs.

In my opinion, you yourself reject the best version of Googledox, there is awesome versioning, + in my opinion you can see who screwed up what, just awesome parallel work with documents, it even seems to me that I almost finished when I tried it for the first time in business.
And it’s easier for you to make a script yourself in half an hour on your knee.
