NavHashLink scroll not working properly?

Hello everyone, there is a feature -
There is a Navbar and a fixed header. When you click on the NavHashLink as in the example below, there is a

scroll to the desired element.

Bug:
If you click on the fixed header on the link again, the scroll will go up, to the position as where it was. What could be the problem, and where to dig? Searched all the code, no ideas at all.
