NAS+Media server on the same machine?

There is an old nettop on atom d525 + 2gb ddr.
I want to learn from it NAS (nas4free / freenas / omv) with a web muzzle, a torrent, so that photos / videos can be viewed on a home network.
And so that the same nettop could transmit content to a stupid TV set via hdmi, is this possible?

If I had the task of displaying on the screen, then I would begin to collect this prodigy based on Linux, without using ready-made systems. And I would look towards the same Amahi.
But I already have a headless server on XigmaNAS, and I watch movies through Plex, connecting the phone to the TV via HDMI.

In this case, the TV will be a monitor. Why I don’t understand FreeNAS, leave Windows, vlc player, utorrent, etc.
In short, maybe. If you have wired Internet to the nettop, the waffle may not allow you to watch video content in good quality.
