N / a URL is not allowed to be indexed by the noindex tag, how to fix it?

Yandex webmaster gives such an error, there are no pages in the search. I tried to google the solution for two hours, nothing helped. AIOSEO plugin, in the settings ALL sections are allowed for indexing, unchecked in the reading settings, there are no tags in functions/header/index.php, robots.txt is default, general-template is also empty, I don’t know where to dig. Well, what would I do in such a situation:
1) I remembered how long ago I unchecked the checkbox in the reading settings.
if you specify noindex to the search engine and then remove it, then it (for some reason) still remembers this matter for up to several weeks.
therefore, I DO NOT recommend specifying noindex at all, for example, if the site is under development, it is easier to enable maintenance mode (such as a stub), and then remove it - in this case, the search engine immediately starts indexing the open site, without any work.
2) I fed a specific url into the indexing check tool, in the webmaster, as far as I remember (I rarely use it just for the reason mentioned above). if it does not pass the test, then look for the reason, if it passes, then we look further.
3) if the checkbox was removed a long time ago, and the url is open for indexing, and this url is not in the index (checking by site: url in the search line) - then I would send the url for manual priority reindexing (there is also a case in the webmaster).
4) if several days have passed after sending and still silence - I would write to Yandex technical support, they respond sanely and quite quickly, maybe they will say something sensible.
