My computer is controlled by a virus, what should I do?

1. Disconnect the computer from the network
2. Boot from LiveCD and search for and remove viruses
3. Boot in safe mode without connecting to the network and disable autoloading of all suspicious programs
4. Change passwords on all resources. Better from a known safe computer.

Just reinstall windows. No matter how you clean the system from viruses, there is still a chance that the malware has settled somewhere deep, especially if it is self-written. Reinstalling Windows from an image downloaded from the Microsoft website in this case is a guaranteed result.
