MultiTV + nested tree - where to find the plugin?

I've been looking for such a plugin for a couple of hours now:
I need a regular multiTV (input type = "text"), but so that they can not only be dragged, changed, deleted and added, but also defined in a category. Those. into some groups. The nesting level is only 1.
Now I will describe the problem: there is a contact page where there are several cities, and in each of them there are several offices. I only need the addresses of these offices, and I see no reason to nest documents.

I haven't seen this yet. Try it, I don't think it's hard. Can be done on the basis of multiTV.
