Multiple accounts over RDP on one windows 8 computer?

Is it possible on windows 10 to connect to a computer with one account and at the same time work locally with another at the same time? Or does it require RDS and windows server? Deploying virtual operating systems is more expensive in terms of resources and not so convenient in my opinion.

In the standard configuration - impossible and unlicensed. The Windows desktop license allows only one person to work at a time (excluding demos and technical support).
