MSVS 13 error MSB3073. Who faced?

Good time!
I am compiling a project ( USRP Hardware Driver and USRP Manual ) in studio 2013.
According to the manual, I reached the last stage:

Build the project in MSVC
Open the generated project file in MSVC.
Change the build type from "Debug" to "Release".
Select the "Build All" target, right-click, and choose "Build".
Select the install target, right-click, and choose "Build".

When I get to the assembly "PACKAGE":

The following error occurs:

Google says that you need to open the studio with administrator rights, then it will not be there. But alas, it persists. Already killed a lot of time on this. Has anyone else experienced something similar or have any thoughts. Share :)

They write about admin rights, this is to be able to write in Program Files. For a laugh, you can try disabling UAC completely. Or change all paths to save obj and exe files, but disabling UAC will be faster.
