MSSQL mirroring, is there a specification in public sources?

Good afternoon. There is a need to make your own software implementation of the mssql witness server. To do this, if you do not resort to reverse engineering, you need a description of the protocol for the interaction of the entire group - principal, mirror, witness. Can anyone give advice - where to look?
PS Yes, I know that mssql express edition provides similar functionality and is free, but it doesn't fit.
