Without problems , the base of the subjects of the Russian Federation (ie regions, territories, republics) and their cities is googled .
Examples

• Leningrad region -> Vyborg
  
• Tver Region -> Vyshny Volochek
  
• Moscow region -> Odintsovo
  

However, I can't find a base with districts anywhere.
Examples
