MS Office 365 making changes by different users?

Hello, there are 2 users registered in office 365:
1) One group of people with an admin sits on the first one. rights (2-3 people)
2) On the other another, without rights (20+)

Please tell me how to implement the ability to view changes to documents (documents are all in the public domain). For example, an accountant made a change to some file and you need to see it, a manager - respectively, etc.
I looked at offsite and googled: as far as I understand, you need to add each user separately (buy a license for each, respectively).
Did I understand correctly? And how to implement it in general?

Good afternoon.
Yes, Office 365 is licensed per user, not per device. Accordingly, each user needs their own O365 license.
If the files are stored on OneDrive or SharePoint, then they have a Version History, where you can see which user has made changes. And if there are only two users, then the Journal will look something like this: User1 made 100500 edits :).
