MP3 to FLAC conversion?

Folks, can you tell me which lib can be used to convert mp3 to FLAC or vaw to flac or to pcm to flac?

Or maybe write your own online service that will do this? You send mp3s to it, and it converts to flac and sends it to Google?

You can also install the foobar2000 player, where it seems to be more or less able to convert everything to mp3 / ogg / FLAC / wav out of the box.
Sorry, I didn’t see that it was wanted on android. Then probably ffmpeg.
