Mouse wheel scroll Mac OS how to set up?

I have mac os on vmware, when scrolling in folders everything is clear, and in the browser if you slowly turn the mouse wheel then scrolling the content is sooo small, and if you turn the wheel quickly everything is as it should be.
Can't figure out if this is an emulation bug or is it intended? Can this be fixed somehow?

Most likely an emulation bug, I specially connected a mouse to the poppy now, check - scrolling is normal both in the browser and in the system, the speed changes in "System Settings" - Mouse - Scrolling speed, affects the entire system as a whole.
