connect the server to the camera, then encode different streams, make a kind of proxy, and from this proxy with the necessary overlay
you give it to people. Alternatively, add the camera to the motion several times, and make different "channels" with your signatures.
But I would do this - vlc clung to the camera via rtsp, then with VLC I would give it to motion as many times as needed different channels (signatures). then the connection will be to the camera exactly 1pc.
Total chain - cameras> server (VLC)> the same server (Motion)> clients
