Mother sweaty?

One not very fine day, when I tried to start the system unit, the fans buzzed for a second and turned off, I did not react to the power button. On that day, I did what was necessary on another computer, but for now I decided to score on this one. Today I started to figure out what was the matter, at first I changed the power supply and lo and behold: the lights blinked again, the fans were spinning, the speaker squeaked when I pulled out all the memory, but uefi did not appear on the screen. It did not appear even when I installed the video card.
Already morally ready to say goodbye to the motherboard, I disassemble the system unit, inspect the motherboard from the front - nothing, turn it over and slowly start to go nuts (I have never seen anything like this before on the Internet):

The mainland looks like it is wet, these "drops" can be felt with a fingernail, but not peeled off, and the surface is in something like fat, on the reverse side - as if nothing had happened. I certainly understand that it looks like she died, but what happened to her? And is this under warranty?
UPD: the same thing, similar to frozen fat, was found on the video card in the area of ​​\u200b\u200bthe power circuits, but surprisingly there is no "drop" on it.

I will assume that this is an unwashed ACID flux. Broken production technology, marriage! Obviously a warranty case if the warranty has not passed. These fluxes are very active and are used in mass production. If they are not washed, they will corrode both the varnish and the conductors. Usually the board becomes unusable from 2 months to a year. Repair does not lend itself. At one time, we ordered a fairly large batch of adapter boards with very expensive connectors, and within a year all of them had to be replaced. It took a long time to find out what happened.

for soldering connectors, wave soldering is used, and for it a special flux with a microscopic content of solid particles is a race, when passing through that same wave, it all evaporates this two. if the flux remained on the mother, then it means that she was not in the solder. Are the slots soldered? so it was - not a flux.
for soldering smd, solder paste is used, which is applied only to the place of soldering

Looks like unwashed flux.
Make sure that the problem is in the motherboard, and take it under warranty.

More like condensation. See if your capacitors exploded? Both on the motherboard and on the video card.
