Can Russian educational organizations use CMS moodle as their platform for websites? and similar platforms not produced in the Russian Federation? Are there any rules governing such matters?

What's with the weird question? Moodle is just made for universities. I went to the university, they used it there. But they threw me at the university, they didn’t pay me for the internship, although they said that there would be a paid internship, and then they would hire me.
