Monitor freezes?

Has anyone come across at all?
Black screen (not empty, but black light), does not respond to the shutdown button
When the PC is turned off, it does not go into standby
When vga is turned off, the same thing

Helps to turn it off / on again from the network

The PC did not freeze, there were no problems with it

Windows 7 x64 , monitor Dell E197FP

Either the capacitors are dry or swollen, or the monitor has worked its way.
