ModX EVO - why are the letters "Ш" and "И" broken?

As a result of moving on hosting from server to server, the table turned out to be broken.
Googling showed that this is a utf-8 problem.
How is such a problem solved correctly? I don't really want to shovel the whole site manually.

1. Competently make backup b / d on the source server.
2. Check in what encoding the records themselves are in the database.
