Modern IT in urban planning - where to dig?

Since I am fond of automation, the following question became quite interesting to me: is it possible to automate not production, not a building, not a service, and not even a street - but an entire city? Of course, if you create it from scratch. It's been my little hobby lately. At the moment, the most interesting concept seems to be the concept of a city with infrastructure and production taken underground, an automated service for the delivery of goods using pneumatic mail and “Smart Homes” on the surface. The scheme, of course, is still incomplete and vulnerable. I would like to make it perfect. You look, and companies / governments will join.
In connection with these questions, is it possible to automate urban infrastructure to a large extent, and if so, how exactly?

There was an interesting article on Habré Cars without drivers - intersections without traffic lights , I also saw this article on Habré, maybe new ideas will appear. One more link .
In general, the idea is interesting, I think you need to dig in the direction of logistics (and discrete mathematics).

An interesting project: a city model created to test all kinds of innovations: The Center (or CITE - Center for Innovation, Testing and Evaluation).
