Mobile web apps framework?

There is software (I don't know if it can be called a framework) that allows you to create native applications for iOS/Android/BlackberryOS from html-app. There is for sure, but for the life of me I don’t remember what it’s called. Who will remember? So plush :)

Not an html-app, but a very interesting framework. The language is Ruby, they promise native binaries (and not a wrapper over the browser) and fairly complete access to the hardware.
Of course, to compile for iPhone, you need a poppy, for WinMobile - Windows, for Android - an installed SDK, etc. But: the authors of the framework offer an online compilation service, rhohub.com/
