Mobile view on a tablet?

I have a phone on android 2.3 and there is a very convenient mobile view of sites. You can stretch the site to any level, it will increase the fonts and fit the current block of text to the width of the screen. At the same time, if you move your finger up and down, the site will move clearly up or down (despite the fact that the finger can move a little to the side).
On a tablet (samsun tab 7.7, android 3.2), zoom works like a zoom. Too wide a column with a small font cannot be enlarged, it does not fit in width. Even if it fits, then when reading, it constantly shrinks to the right or to the left (you can’t scroll strictly vertically with your finger). In the settings there is "fit the page to the width of the screen", but it apparently works with whole pages, not blocks.
Has anyone encountered this problem and how did you solve it?

Zirco browser, the user agent in the config is selected.
It is far from ideal, but it turns out to increase the column with small print.
You can scroll not in the middle of the screen, but along the edge, so that for sure it turns out strictly vertically (or horizontally, if along the adjacent edge)
