Mobile telephony and internal IP, is it possible to make friends?

There is an internal IP telephony on CUCM.
There are corporate SIM cards, in this case MTS.
Is there any way to link them together?
What would have a short number and incoming calls could fall through CUCM with all the consequences - conversation recording, voice menu, etc.?
Well, and vice versa, so that outgoing calls from internal IP telephony would go through a mobile operator?

There are analog lines and a hybrid PBX Panasonic KX-TDA200. Because telephony is still a dark forest for me, it was not possible to make friends with CUCM. I don’t think it’s easier to refuse in favor of mobile communications.

KX-TDA200, by installing the IP-GWE4 (or 16) board, perfectly turns into an IP-PBX

at my last job, FMC numbers were attached to corporate mobiles. You can try that.
And also MTS was. Talk to a carrier

You can buy a GOIP Gateway or similar and connect your Sims from it with a SIP trunk to your ATC. This will give all the necessary outgoing and incoming capabilities. You can even save incoming SMS, receiving them, for example, by mail.
Another option is to try porting your mobile numbers to a SIP trunk from an ISP, which is possible with a number of operators for corporate clients.
