Mobile layout React?

There is an app in React.
There is a task to make a mobile version for this application.
The problem is one. The mobile version sent by the designer is almost 80% different from the desktop one. I mean it's logically different.
What would be the best way out?

Define UA and draw mobile versions of components. Where mobile css styles are enough, use mediazaros or render styles according to the same UA.
