Missing page header and admin panel how can I fix it?

Good day! can anyone suggest what is the problem?
when you go to the site and the admin panel, the entire header of the site is completely missing.
before that I tried to replace files like header.tpl and home.tpl nothing helped.

it can be anything - for example, the style file has not been downloaded and is empty,
or it is not connected in header.tpl
or the protocol for the site is http, but go to https,
show the site
