Missed ticks in dstat output?

Server - debian 6, vds, firstvds.ru
Very low download speed from the site - from 50 to 80 kb/sec. Server monitoring via top, htop gives nothing.
But dstat shows two strange things: a constant number of more than 20 in the PROCS / new column
and sometimes missed ticks
Where to dig and what to start being afraid of?
