Mint Linux Mate x64 or Windows 7?

My aunt has a weak PC
RAM 1GB (DDR 400Mg)
Intel Celeron 2.5 GHz (single core)
She had Windows XP, and everything worked fine until Skype stopped working and there is no VPN in Opera. And I decided to reinstall the system, but I can’t decide which would be best to install Mint Linux Mate x64 or Windows 7 Initial, Can you tell me
PS why Mint x64, since Opera on Linux with VPN comes only x64

Debian with XFCE.

Install Mint or Debian with XFCE, Mate. I have 512 RAM, and 1.6 GHz (single core) worked quite well. Win 7 was already slow.

It is best to retire and buy something newer for your aunt. If not - Linux Mint with XFCE without add-ons, but still not fast.
