Minimum Android smartphone for a developer in 2014

Actually, the question is similar to another, from 2011 . You need to choose an Android smartphone, not a top-end one, purely for developing and testing applications on it. I would like a budget model for 7-8 thousand, but my eyes run wide from the choice now and I don’t know what to take, especially considering that Chinese brands have also flooded the market.
And in pursuit, again on the topic of development for Android: what is the minimum version of Android that you should be guided by when developing, what must be supported for "cross-mobility"? Is it enough to support only 2.3 from the 2nd branch, or is it also necessary to support 2.2, 2.1? The choice of a smartphone for tests also depends on this.
On the selected smartphone, the presence of GPS / A-GPS, a gyroscope, and a camera is mandatory for me.

Moto G is a good option, Nexus 4. To make it cheaper, you may need to order it in online stores.
2.3 is enough.
