Tell me a minimalistic opensource web server, it only requires the ability to execute CGI, no bells and whistles, minimal memory usage is required. Will be applied in the router.

there is a good webserver on bash ;) But in busybox, bash is somewhat truncated, although you can try. Well, inetd is needed to run.

Well, in general, look towards thttpd / lighthttpd or web servers built into scripting languages (python / ruby)
In general, routers usually have a built-in web server, with due violence, you can shove your scripts into it
